Croatia changes tax system from 1 January 2025
From 1 January 2025, a new property tax will come into force, which replaces the existing tax on holiday homes. It applies to all residential property – from apartments to houses – regardless of whether it is for personal living or rental.
The amount of the tax is set ranging from €0.60 to €8.00 per m² of usable floor area per year. The specific amount is determined individually by each local government.Changes to real estate transfer tax
In addition to the new property tax, the property transfer tax rates are also changing:
3% – for properties intended for permanent housing,
4% – for holiday or tourist rental properties,
5% – for commercial properties (shops, offices, warehouses).
Who is affected by the tax change?
The new tax affects:
all natural and legal persons who own residential property in Croatia,
owners as of 31 March of that year.
Some properties are exempt:

if they are used as a permanent dwelling,

if they are used for public or social purposes,

if the premises are not intended for residential use.
The reform also aims to protect local housing
The Croatian government promises the following from the reform:
increased revenue for local governments,
limiting speculative property purchases,
increase housing affordability for locals in tourist regions.
